Ontario’s Hazardous Waste Program ensures industrial hazardous or liquid waste is properly stored, transported, recycled, recovered and disposed to protect public health and the environment. Under this program, generators, carriers and receivers of hazardous and liquid industrial waste must report their waste management activities to the Ministry of the Environment, Conservation and Parks.

Starting January 1, 2023, businesses and institutions subject to Ontario’s amended Regulation 347: General – Waste Management will be required to report their activities and pay fees through RPRA’s online Hazardous Waste Program Registry instead of through the Hazardous Waste Information Network (HWIN) system currently operated by the Ministry of the Environment, Conservation and Parks.

The substance of what needs to be reported under the Hazardous Waste Program is not changing. Reporting requirements are outlined in Regulation 347: General – Waste Management. The ministry will continue to oversee the program and be responsible for compliance and enforcement activities. The ministry’s Hazardous Waste Program is unrelated to Ontario’s new Hazardous and Special Products Regulation, which outlines requirements for producers of household hazardous products.

What is the Hazardous Waste Program Registry?

RPRA was directed by the Minister of the Environment, Conservation and Parks to build and operate a digital registry that enables regulated persons to comply with the reporting requirements of the Hazardous Waste Program, and to support users of the new registry.

The Hazardous Waste Program Registry will replace HWIN and will include an online reporting portal and electronic manifesting solution, including a mobile app, RPRA HazTrack. The new system ends the use of paper manifests and enables the regulated community to report on their waste management activities electronically.

RPRA built the registry and mobile app in consultation with the ministry and industry stakeholders, and in collaboration with external technology partners.

Using the Registry

Only hazardous waste from facilities and waste streams that are set up in the new registry can be shipped, stored, processed, or disposed as of January 1, 2023. Generators, carriers, and receivers must have an account in the new registry to be listed on a manifest, create, edit or sign manifests, or report on-site waste activities, among other activities.

As of November 15, 2022, the Hazardous Waste Program Registry is open for generators, carriers and receivers to set up their accounts, so they are prepared to meet their reporting requirements and begin manifesting starting January 1, 2023. The mobile app, RPRA Haz Track, is also available for download on app stores. Users will be able to login to the app as of November 15, 2022. Other app functionalities, such as manifesting, will not be available until January 1, 2023.

A generator is the operator of a waste generation facility. This includes the original generator of the waste, as well as all subsequent generators that are involved in the chain of custody of the waste, such as a transfer station that receives waste and then ships it to another receiver. When the waste moves from the transfer station to another receiver, the transfer station is the generator for the subsequent shipment from its facility.

The amended Regulation 347 clarifies that generators can delegate a service provider to submit information to the HWP Registry on the generator’s behalf. We call this kind of service provider an “authorized generator delegate” or an “AGD”.

A carrier is the operator of a waste transportation system, including any person who is engaged in the off-site transportation of waste by air, rail, road, highway or water.
A receiver is the operator of any facility to which waste is transferred by a carrier. This includes transfer stations, processing facilities and final disposal sites.
