The amended Regulation 347: General – Waste Management clarifies that generators can delegate a service provider, also known as an “authorized generator delegate” or an “AGD”, to submit information to the registry on their behalf.

If you are currently using a service provider to report Hazardous Waste Program information on your behalf, they will have to be signed up as an AGD in the HWP Registry to continue to deliver these services.

There are two options for delegation: partial delegation and full delegation:

• If you choose to fully delegate to a service provider, you will not have to use the HWP Registry at all. The service provider will set up your account and facilities under their AGD account and will be invoiced for fees payable for these facilities.
• If you choose to partially delegate to a service provider, you will need to set up your own registry account, including facilities and waste stream information. While the AGD can manage and report activities at these facilities, you will be invoiced directly.

To authorize a service provider to report on your behalf, you will need to have a written authorization with that service provider in place. Requirements for written authorizations are set out in the ministry’s proposed updated “Registration Guidance Manual for Generators of Liquid Industrial and Hazardous Waste”. The finalized manual will be posted later in 2022.

As of January 1, 2023, your hazardous waste cannot be shipped, stored, processed, or disposed unless your account, facilities and waste streams are set up in the new HWP Registry beforehand by you or your authorized generator delegate (AGD).

A generator must have an account in the new registry to complete their Generator Registration Report, be listed on a manifest, create, edit or sign manifests, or report on-site waste activities, among other activities.

Set up your account

Once the company’s account has been created and enrolled in the HWP program, companies will be able to retrieve existing generator account data from HWIN (as associated facility and waste information) and have it copied over to the HWP Registry.

The new Subject Waste Program Regulation under the Resource Recovery and Circular Economy Act, 2016, maintains existing fee exemptions in the HWP Registry for certain hazardous waste management activities, including:

• Municipal hazardous or special waste
• Contaminated sites
• Emergencies (spills)
• Tonnage-fee exempt recycling facilities

Note: RPRA consulted on the 2023 HWP Registry Fees from October 6 to November 21, 2022. The following information is still considered ‘proposed’ until the fees are approved and posted to RPRA’s website later in 2022.

HWP Registry fees will be paid by the generator. If full delegation is selected, the authorized generator delegate (AGD) that registers the generator’s facility will pay the fees.

Like the current program, fees will consist of (1) a flat fee for each manifest, and (2) a tonnage fee based on shipped waste and waste that is disposed onsite.

Unlike the current program, there will be no annual registration fee and no pre-payment option. Fees will be invoiced monthly and will include applicable fees for manifests completed during the previous month.

The HWP Registry’s mobile app, RPRA HazTrack, is compatible with Apple and Android.

The app will allow for carriers (and their drivers) and receivers to:

• View and sign manifests
• Create new manifests (“parts A and B”)
• Complete manifests (“part C”)
  • Including accepting or refusing wastes
  • Make corrections to the manifest

The same username and password is used to access the HWP Registry (desktop version) and the mobile app.
